Is it possible to dynamically change the position of an article in the news page? I'd like to be able to promote articles to the top of the page as required.

Generally, no - even using AutoTheme, Xanthia etc... (at least I haven't seen a technique for that yet).

However check out this "newspaper"-type theme mod that groups stories by topic and lets you designate ("top stories") which appear at the top by simply not assigning them to a topic. You can then assign them to a topic when you don't want the story at the top anymore.
