Do you mean Modules? If so, load them into the ./modules directory.
I don't think you can download/upload a block - a block is about presentation. You may download a module that is displayed in a block - so you'll probably have to enable the module and then configure it to display in a block.
Also, you might want to try a more descriptive subject line next time - you'll get a quicker response. -

Actually, barkndog, blocks are often released as standalone releases, and they should have instructions on where to put them. If not, we need to know what block you're refering to. -

most of the time, if there just blocks without a module, then they go into the include/blocks of your root folder if that's what your asking
