Lets say I have News as my Starting Page, and then I go to Blocks and I add some new blocks place them around. Everything cool, After this I change my mind and want to have PNphpBB2 forum as main page. All the blocks I had before are gone, but if I go to Blocks they are still there and if I change back to News they get back on. Why cant blocks still appear even if I change the modules in the main page.?

check your theme for module specific configuration of the right blocks

wonder whether this working as designed or if I am using a theme which is somehow fubar, (Postnukeblue) and somehow failing to show those blocks. Please advice.l
