themes/yourtheme/templates/modules/Blocks/blocks_block_menu.htm - this should not have changed.
Alternatively, you can place it in the config directory if you want an override for all themes.

Well, it's in the right place, but it's not overriding the main template. If I copy the custom template to the core location, it is fine, but when it's where it really should be, it doesn't work. -

The theme name is xElectricConsulatants, so that is the right location right? -

BTW the custom template is to massage the menu to display as I want, making titles w/ no URLs create an indented listing, and totally blank ending the indention to do the Suckerfish lists from AlistApart.com
