I've seen it both ways! And then sometimes cancel is a text-link .... or the buttons are large on this page and small on that page... Or one button has a background and the other doesn't...
Is there a guideline for the consistent usage of these inputs?

Personnaly, I would go with submit first as that is the desired option of the form.
I've also found that the one button with a background (the submit button I believe) is theme related. When I test my modules in one theme, the background was there for all forms; while it was not there in other themes. (.8 tested)

Yea, that seems the logical choice. As for the buttons issue, if this is a theme issue, then at least I can stop thinking on it. :)
